This is very good question.
I think any company should consider all the cost reduction/process optimization out there. That will reach your targets in a time frame.

If company can achieve the targets within the time frame, it should be done by the company itself. Working with outsourcing companies will bring the most important questions: How to protect your Intellectual Property?

In general, need to estimate what will be the risk by out-sourcing these services compering to the benefits.
